If a job submission fails, you get an error page

When job submission fails, the form submission should be considered "failed".

The query form should be presented to the user, with the map and table updated with the selections the user had done previously, and a human friendly error message.

There's a note that says if we cut an new image this would be fix. We cut a new image, just haven't used it in the web yet.
