The graph URI is now available in METS package. However, we discovered that the URI patterns used for Notice instances are different from the URI patterns for graphs, hence there is a discrepancy. The standard forms pattern, used for generating graph URI in METS package, differers from the eForms Notice pattern.
Luckily, there is work being down on alignment between PPDS and OP, which includes discussions about URI templates, which once decided can be implemented everywhere.
To be implemented (in mappings and in METS packages) once the decisions are taken.

The URI patterns for Notices and Graphs are currently unclear. However, the existing combination is generating an incorrect graph, as detailed in this issue: OP-TED/ted-rdf-mapping-eforms#79.
