* [HSD 14020467906] HSSI using Quartus-generated Synchronizers and Registers (#1314)

This is related to HSD14020467906

The HSSI SS and supporting modules were explicitely using quartus generated atoms. This change adds the new modifications of the atoms and incorporates them into the OFS library. This also required renaming the library files, as they were ignored by Quartus compilations for duplicate module names.
