Evaluate data-handler situation for CHX detector data

looks like there may be some simplifications to be made by adding CHX specific stuff that could be used by other beamlines with the same detector as supplement handlers to be used in analysis, if not enhancing data loading.

There are a lot of I/O functions/classes in chx_generic_functions. These might be the source code to create these custom handlers.

Conversation with @danielballan said that this probably is the case since things have progressed so much on the bluesky side since CHX started taking users. Maybe this is a V3 problem though.
