This PR addresses #2260. The correlation of the luminosity uncertainty in ATLAS, CMS and LHCb measurements has been checked and corrected, where necessary.
The names used in the legacy version have been preserved as much as possible. Note that there are a couple of bugs in the legacy version (which I have not corrected). Just to keep in mind in case one wanted to mix legacy and non-legacy versions of the data.
