New Agency stock responses

We would like add editable stock responses to this task and make the current messages for "reject" and "reject and replace" as stock responses for New Agency tasks.

This is what we have for multirequests and it works well!

One thought though, the "reject" and "reject and replace" both do different things like returning the request to drafts OR sending the request to a different agency. We would want to incorporate these actions with the editable stock responses somehow.

Stock responses could look like:

Rejected: (scenario 1)
Rejected: (scenario 2)
Rejected: (scenario 3)
Rejected & Replaced: (scenario 1)
Rejected & Replaced: (scenario 2)
