Update jules KGO instructions in working practices

We need to update the jules KGO instructions in the WPs to add instructions for cylc8 and azspice. I used the following to install fresh KGO on azspice for jules:#1576

sudo -u julesadmin mkdir -m 0755 /data/users/julesadmin/jules/rose-stem/jules-kgo/vn7.7
sudo -u julesadmin cp ~/cylc-run/t1576/run1/work/1/meto_azspice_gnu_*/output/* /data/users/julesadmin/jules/rose-stem/jules-kgo/vn7.7

The main differences are:

• sudo -u julesadmin rather than ssh frum@localhost
• Jules directory is now /data/users/julesadmin/jules instead of /project/jules
• cylc 8 puts the output files in ~/cylc-run/$SUITE/runN/work/1/meto_azspice_*/output and platform name is azspice rather than linux
