Create a CodeOwners.txt file for LFRic and UKCA, rename the one in JULES.

Make sure metadata is clear as a section in JULES CO file

Just a random thought - what are we going to do with SOCRATES and CASIM which both have a single code owner? Will they just follow the UM one?

I've been a bit slack in making sure those two repos are included throughout, I'm not 100% sure what's in scope there. I guess if we're including them thoroughly then we should have a CodeOwners.txt which just lists one name - I think the UKCA one is only going to have two names! The alternative is we put a note in the WP's to say if CodeOwners.txt is missing then refer to the UM one as covering subrepo's too
