Jutsu Level Transfer

On the Jutsu page, there will be a new option called Level Transfer.

The Level transfer will allow players to transfer the levels from one Jutsu to another.

Players can only transfer Jutsu levels between Jutsu that are of the same rank and the same type.

Players get 2 Free transfers every 20 days
Once the free transfers have been used it will cost 20 Reputation points per transfer.
If they have normal federal support they get 3 free transfer
If they have silver federal support they 4 free transfers
If they have gold federal support they get 5 free transfer
Players are only able to transfer up to level 20.
