indra license header

The license header plugin configures several options for the licenser plugin (version 0.6.0):

• Use the root project's license_header.txt header.
• Only apply the license to source files (here defined as groovy, java, kt, or scala files).
• Don't insert a newline between the license header and package declaration.

No extra configuration options are provided.
