Added - Block is no longer visible if user is not authenticated. - Fix-2: Plugin setting page, specifically to enable/disable request control option. Updated - Refactored block_cmanager.php - Block can be placed on any page. - You can no longer add more than one instance of the block to a page.

During the installation of Course Manager Configuration plugin on Moodle 3.9, with debugging set to DEVELOPER mode, there was an error. This pull request addresses the issue
