Before the historical data launch, consider removing all reporting periods older than 2023 (or 2022) and remove all garbo data #492

We would remove a lot of manual error checking this by simply removing the invalid garbo data from the production DB. We could keep it in a staging/testing environment but not in production where we expect only verified data.

Then, we could import the verified data and let that be the foundation. This would remove a lot of manual work.

Why would we only have verified data in production? We have both verified (✅) and AI generated/interpreted data in production.
