Permission to manage empires: khanx.imperium
Command to join an empire and set yourself as emperor: /empire_asemperor
Command to set your own rank in an empire: /empire_setrank
With the /empire_asemperor staff can be set as the emperor of ANY empire and the emperor has ALL the permissions over an empire. Therefore, no more commands are necessary.
