New user roles for Moodle LMS

Provides possibility of creating new user roles from given template.

To install drag and drop given .xml file to "Add user preset" field in www.yoursite.com/admin/roles/define.php?action=add and click continue. There are two user roles, one for blind students and the other for visually impaired. These roles work in combination with other plugins available for download in IPA Let's Study Together repo. First install all other plugins and then add user roles. Best practice is to keep different user roles for this two groups of users.
