This recently resurfaced in the cookbook process. Currently all of the recipes use t in seconds but other formats are allowed by the media-frags specification. Should guidance be added to the spec to cover this in 4 or is the convention of using seconds to match the IIIF duration property something that is clarified in cookbook recipes?

Eds: Should clarify that the IIIF expectation is seconds.
