Can't open standard rule file HMG.CH #22

Occurs when attempting to run IDE.exe (or IDE_ANSI.exe).
Issue was solved by renaming 'hmg.ini' in HMG/IDE (or IDE_ANSI) to 'hmg.ch'.

Actually, issue seems to be more related to the fact that I installed on E:\ drive. On C:\ it works fine without changing anything. I think there are some absolute file paths in there that mean it can only be installed as C:\HMG\
