files library broken

It is currently broken for gmod 12. Shame garry keeps pushing back gm13...

The files library is disabled at the moment, mostly because the permissions api has not really matured yet. File functions on the server would work with files on the server, they won't be networked like E2 file functions are, and are thus blocked by default. They are also blocked by default on the client because if they were not, then shared screens could write files on all clients, which would be bad.

So it's less of 'its broken' and more of 'we don't have a good way of restricting it so it isn't abused'
