Low RSSI Signal

Is it normal that the signal is so low in Range check mode? When the transmitter and receiver are close I only get around RSSI 80dB.
At 15m distance around 30dB. Normal signal at around 100m is somewhere around 60dB. It seems a bit low. I also tried with another receiver and it's the same. Firmware version 1.6.1 EU
