[Bug]: Bookmark bar disappearing when dragging bookmarks

Bug Summary

With the "Hide the Bookmarks Toolbar" enabled, it is difficult or impossible to reorder bookmark entries or move them into folders as the bar hides itself when attempting to drag them. It sometimes works remaining in the same folder but is inconsistent and not being able to see what is happening otherwise is not ideal

Reproduction Steps

1. Enable "Hide the Bookmarks Toolbar"
2. Drag bookmark across
3. Bar disappears preventing reordering or moving of the dragged bookmark

Expected Behavior

Bookmarks tab should remain while the bookmark is being dragged and only disappear when the entry is released

Actual Behavior

Bar disappears when attempting to drag a bookmark entry not within a folder

If I am correct the bookmarks toolbar has always done this, You have to go into the hamburger menu, Click on Bookmarks, Then at the bottom is > Manage Bookmarks, You can reorganize the bookmarks there.

You can also disable the hide feature and reenable it afterwards but thats not the point, its another step that complicates a simple operation from the end user perspective (not necessarily that its simple to fix).

The functionality breaks so there should be a fix, preferably by keeping it open when dragging or less ideally stopping the drag functionality when the hide option is toggled so the bug cant happen.

But if its just simply out of scope I would understand, this is a super minor gripe and there are plenty of things that are worth focusing on first.
