Bug Summary

When using normal density and any browser appearance configuration, the tabs use the height that should be used for compact density only.

Reproduction Steps

  1. Select any browser appearance, I used Firefox Proton UI.
  2. Right click the toolbar and click "Customize Toolbar".
  3. Select normal density.
  4. Notice how the tabs use compact height

Expected Behavior

The tabs would correctly use the height that is standard for normal density.

Actual Behavior

The tabs use the height from compact density on normal density.
