Set maintenance date in the past

The maintenance message shows until the day the maintenance is set for so we had to set the date to "yesterday" for the maintenance modal to disappear. Will need to change the code to account for minutes, not days.

Introduces:

• a new warning messages for articles that contain some graphics that are available for republishing and some that are not where not all.
• a warning that article graphics are only available for download in the docx format.

These messages only apply to users that have graphic syndication access.
