To prevent abuse or overuse of resources, and allow further flexibility, admins should be able to control what is available when printing.

Set limits on what can be printed (size/resolution/number of layers)
Set policies for certain layers (example: Ordnance Survey basemaps cannot be printed on their own)
Choose paper sizes and add their own (e.g. non ISO sizes such as US Letter)
