New and improved Letters Template for 2020

@lmwilson I have updated the Letters Template to include our current ODD-generated schema lines, and the new <correspDesc>, and I've pushed it here (https://github.com/DigitalMitford/DM_letters/blob/master/LetterTemplate_DMTEI.xml) and saved it in the Box MRMS Project Support.

I think you may want to just go through the newest LetterTemplate_DMTEI.xml file and see if there's anything more to add / change. But this should be ready for a trial run with new editors.
