Update image to v0.7.0 release.

Prepare for v0.6.0 docker image release.

Switch to mount JS files in volume from ConfigMap.

Externalize configurable parameters into Helm values.yaml so that
upgrades can occur without rebuilding the docker image.

Update version in README to 0.4.0.

Removed obsolete deployment files to clean up for 0.3.0.

Bump appVersion to v0.2.0.
