Adds MJPC as an optional dependency.

update pyproject.toml to correctly pip install and build mujoco_mpc
- figure out how to call multiple setup_XXX.py scripts they include in the python subdirectory
- ensure that the package data is installed correctly
update installation script and instructions to emphasize how to install dev dependencies without installing heavy mujoco_mpc stuff
