Defining extensions is currently done in Rust code and it is quite tedious. By defining extensions declaratively in the hugr text format we could allow for much more rapid iteration on extensions and reduce the cost that comes with defining and maintaining new extensions. This can also come with automatic generation of (Rust/Python) code and documentation.
