Experiments and Time Instrumentation

This go package provides a RESTful API server for managing the Secrecy framework. We need to extend its capabilities to provide easier to use experiments and time instrumentation capabilities.

Goals:

• The go package should have a request that takes both compilation parameters and experimentation parameters then returns the user time used for the requested parts of the code.
