Provide a clean HTML output for our IRC logs.

Our IRC logs should have the ability to be viewed in a clean HTML format. Research a means to convert the IRC logs generated by Errbot into HTML output.

• Test irclog2html locally.
• Write the ansible code that adds the irclog2html functionality to the quartermaster role.
• Deploy irclog2html to a local environment (VM, docker container).
• Submit PR.
