Hello, I encountered the same problem, with one exception, the number of users is not counted only in one event, in the rest everything works. What could this be related to? The event is sent exactly after initialization and for new users.
We are counting unique users for organic and non-organic in-apps.
For organic we will not count for reinstalls and for in-app events that were sent before the install
