Issue Updating Default SAG

We are testing the possibility of using SAGs to only allow users to export de-identified data on the system level.

To test this, we have enabled the module, and attempted to the edit the default SAG to only allow de-identified data export rights, but allow full project design and user rights:

When we save the updates, project design rights are not enabled:

In previously testing, we could not create a new SAG but this seems to work now. The issue with having a default and a new SAG is we would want the SAG to apply to all users on the system, and it seems like this is only possible with the default.
