Describe the bug
When importing a SAG via CSV, you can set e.g., data_quality_resolution_close = 1 and data_quality_resolution_view = 0, which does not make sense (there is no situation in which a user can have permission to close queries but not view them).
To Reproduce
Import a CSV where data_quality_resolution_close = 1 and data_quality_resolution_view = 0
Expected behavior
The system either does not allow the import or automatically sets implied rights to 1
