Draw up a design for a new settings interface

Over time as features have been added onto pasco. This slow addition has ended up in the settings becoming confusing and pretty hard to navigate

This new design should also include a resign of the tree editor interface which should add the meta tags to the editor for easy tree creation.

Note, the behaviour and the settings themselves should not change during this redesign just how they are displayed and selected

Outcome:

• Agreed upon and user tested designs
• Tasks to implement the designs created
