Create a build for windows

We want Pasco to be available on Windows devices and in the AAC industry there is a high reliance on windows for many input methods.

Requirements:

• This release cycle should be fully automated. Our current manual release is pretty cumbersome so we must have automated releases for any new platforms we add.
• A nice installer so its easy to setup

Potential complications

• Make sure all input devices work

Nice to haves:

• Launch at startup
• Use SAPI voices on the device

Cordova used to have the ability to build directly to a windows app, its deprecated though so its probably not a good idea to use it

However, you can target electron! So we can build it for windows like this
