Metadata sync should prioritize ArcGIS metadata

If an ArcGIS metadata has an FGDC snapshot (which is likely out of date), Theme Manager will prioritize the FGDC properties (tags, summary, description) over the ArcGIS properties when syncing.

This was valid when FGDC ruled, however, most users will edit the ArcGIS metdata, and not create updated FGDC metadata. The ArcGIS properties should take precedence over the FGDC properties.
